SECTION 00 11 13 – INVITATION TO BID

Sealed bids for a unit price contract will be received by the CITY OF ELYRIA, OHIO, until 2:00 PM local time on TUESDAY, NOVEMBER 25, 2025, for the project known as:

 

NEW CENTRAL MAINTENANCE FACILITY

600 GARDEN STREET, ELYRIA, OHIO 44035

 

The bids are to be delivered to the OFFICE OF THE SAFETY SERVICE DIRECTOR, ELYRIA CITY HALL, 131 COURT STREET SUITE 301, ELYRIA, OHIO 44035. All bids received shall be publicly opened and read forthwith for furnishing all labor, material, and equipment necessary for and incidental to the construction of the New Central Maintenance Facility:

Envelopes displaying the contractor’s name and address, containing the bid and any other required documents, shall be sealed and clearly marked:

DESCRIPTION OF WORK:    The Contractor shall furnish all labor, equipment, supplies, and supervision of labors necessary to complete the work for the City of Elyria’s New Central Maintenance Building, Police Evidence Storage Building, Sanitation Garage, including all site (civil), structural (foundations & PEMB), architectural, electrical, fire-protection, mechanical, plumbing, security and technology, as defined in the published project bidding documents (plans and specifications).

Bidding Documents: Printed or electronic procurement and contracting documents, prepared in Joint Venture by A. Neider Architecture, 7178 West Blvd D, Youngstown, OH 44512, (330) 360-6676,  and Strollo Architects, Inc., 201 West Federal Street, Youngstown, Ohio 44509, telephone (330) 743-1177, may be obtained on or after Tuesday, October 28, 2025, from Roller Reprographic Services, 11907 Market Street, North Lima, Ohio 44452, phone 330-549-0377 where bidders may be added to the plan holder list by accessing their on-line plan room at https://www.rollerplanroom.com/ or purchase documents at the current cost of reproduction: nonrefundable. Bidders shall be responsible to submit Proposals based on all information available. Proposals submitted based upon incomplete documents are done so at the risk of the Bidder. All bids shall be based on the products and systems specified.

In addition, the bid documents, plans and specifications, may be examined without charge at the City of Elyria Website, http://www.cityofelyria.org/bids-requests/ . Hard copies will not be made available for review.

Pre-Bid Meeting: A pre-bid meeting will be held on Wednesday, November 5, 2025, at 1:30PM at the existing Central Maintenance Building, Building A, 851 Garden St., Elyria, Ohio 44035. It is highly recommended that each bidder performs a pre-bid inspection to examine the project site and all surrounding conditions, and to become familiar with the Site conditions. Site visits may be arranged by contacting Mr. Joe Strochsack, City of Elyria, Assist. Safety Service Director at 440-326-1400, ext. 1423 or jstrohsack@cityofelyria.org . The project site is located at 600 Garden Street, Elyria, Ohio 44035. Requests for Information (R.F.I.) may be submitted up to 72 hours before bid opening. R.F.I.’s shall be submitted electronically to David Roose, Project Manager of Strollo Architects at droose@strolloarchitects.com

Bid Security: The bid must be accompanied by a bid guaranty. The bid guaranty must meet all requirements of Section 153.54 of the ORC and the Instructions to Bidders.

Domestic Steel Use Requirements as specified in Section 153.011 of the Revised Code apply to this project. Copies of Section 153.011 of the Revised Code can be obtained from any of the offices of the Department of Administrative Services. All steel products must meet the requirements of the ODOT CMS 106.09.

Buy Ohio: All contractors and subcontractors involved with the project will, to the extent practicable, use Ohio products, materials, services, and labor in the implementation of this project.

Completion Time: The contractor will have 550 calendar days from the date of the Notice of Commencement, to complete the Work

Prevailing Wages: The contractor and any subcontractor must comply with the prevailing wage rate requirements on public improvements in Lorain County and the City of Elyria, Ohio, as determined by the Ohio Department      of      Commerce,      Division      of      Industrial      Compliance      and      Labor,
Bureau of Wage and Hour Administration (614) 644-2239.  A complete listing of prevailing wage rates on public improvements in Lorain County may be obtained from the City of Elyria Engineer’s Office at (440) 326-1444 or at https://pwr.com.ohio.gov/Please note it is the Contractor’s responsibility to know the prevailing wage rates on public improvements in Lorain County.

Corporation Certification: Bids of Corporations not chartered in Ohio MUST be accompanied by proper certifications that such Corporation is authorized to do business in Ohio.

Affidavits: Attention of the Bidder is directed to the requirements that each proposal must be accompanied by the requested affidavits, including but not limited to, the non-collusion affidavit, properly executed by the Bidder.  Further, the successful Bidder will be required to execute a bidder’s affidavit of personal property tax delinquency required by Sec. 5719.042 of the Ohio Revised Code.  No payment shall be made on any Contract for which no such affidavit has been submitted.

Drug-Free Workplace: The Contractor and all sub-contractors for this project must be enrolled in the Ohio Bureau of Workers’ Compensation Drug-Free Workplace Program or in a similar program approved by the Bureau of Workers’ Compensation. Any Contractor that does not meet his requirement will have their bid deemed non-responsive and cannot be awarded the contract.

Compliance With All Laws: All work shall be carried out in compliance with all federal, state and local laws, rules and regulations that apply to the work. Any project specification item in conflict with a federal, state, or local law, rule or regulation shall be void.

Affirmative Action: All bidders must comply with the provisions of Chapter 167 of the Elyria Codified Ordinances as amended. Bidders must be pre-certified or submit an acceptable Affirmative Action Plan with the bid submission. No contract will be awarded unless an acceptable Affirmative Action Plan is reviewed by the EEO Office, approved and incorporated into the contract. Each bidder must complete and sign the Elyria Equal Opportunity Clause, which is included with the specifications. The project specifications provide further details on State EEO and Affirmative Action requirements.

Proposal Forms: No proposal will be considered unless it is made on the blanks furnished by the City. No bidder shall take any exception to any requirement of the specifications. Each proposal must contain the full name of the party or parties submitting the proposal and all perns interested therein. Each bidder may submit evidence of its experiences on projects of similar size and complexity.

Award of Contract: The City reserves the right to waive any technicalities, informalities or to reject any or all bids received, and to accept any bid with any combination of alternates which is deemed most favorable to the City of Elyria, Ohio at the time and under the conditions stipulated in the project documents.
