INVITATION TO BID
Sealed bids for a unit price contract will be received by the City of Elyria, Ohio, until 2:00 PM local time on Tuesday, November 25, 2025 for the project known as:
WWPCP ACTIVATED SLUDGE AERATION TANK IMPROVEMENTS
The bids are to be delivered to the Office of the Engineer, Elyria City Hall, 131 Court Street, Elyria, Ohio 44035. All bids received will then be opened and read at a public bid-opening meeting.
DESCRIPTION OF WORK: The Contractor shall furnish all labor, equipment, supplies, and supervision of labors necessary to complete the work. The project includes the modification to the Elyria WWPCP aeration tanks from a 2-pass conventional activated sludge treatment process to a 3-pass BNR configuration with internal mixed liquor recycle to increase the wet-weather secondary treatment capacity to 40 MGD to comply with the Consent Decree. Secondary treatment modifications include replacement of process mechanical equipment, electrical, instrumentation and controls upgrades. The project also includes installation of 1,100 linear feet (LF) of 36-inch sewer to divert flow from the east detritus tank to the two Wet Weather Holding Tanks during wet weather event

Bidders SHALL request the electronic copy of the bid package by sending their request to engineer@cityofelyria.org in order to be placed on the Plan holders List.
PRE-BID MEETING: A mandatory pre-bid meeting will be held at 10:00 AM local time, on Thursday, November 6, 2025, at the Elyria Water Reclamation Plant, 1194 Gulf Road, Elyria, Ohio 44035. If this meeting cannot be attended, the Contractor is required to contact Shayne Stewart, Superintendent (440-366-2211 ext. 5100) at the WWPCP prior to the Pre-Bid Meeting to schedule a site visit to review the project site conditions at an alternate time.
PROJECT RELATED QUESTIONS: Questions related to the project will be accepted until 5:00 P.M. on Monday, November 17, 2025.
BID SECURITY: The bid must be accompanied by a bid guaranty. The bid guaranty must meet all requirements of Section 153.54 of the ORC and the Instructions to Bidders.
BUY OHIO: All contractors and subcontractors involved with the project will, to the extent practicable, use Ohio products, materials, services, and labor in the implementation of this project.
COMPLETION TIME: The contractor will have 365 days from the date of the Notice to Commence Work to complete all work. All Work shall be completed by December 31, 2026.
