REQUEST FOR QUALIFICATIONS
REQUEST FOR PROPOSAL
Proposals will be received by the City of Elyria, Ohio, until 12:00 p.m. local time on Friday, May 30, 2025 for CHIP and CDBG lead risk assessment and clearance reports.
The proposals are to be delivered to the Office of Community Development, 131 Court Street, Suite 302, Elyria, Ohio 44035 or emailed to Mona Almobayyed at malmobayyed@cityofelyria.org.
DESCRIPTION OF WORK: The Contractor shall provide all necessary facilities, materials, supplies, equipment, supervision, and personnel and other items and services to perform the lead evaluation services as defined in this RFP. The contractor shall furnish all labor, equipment, supplies, and supervision of labor necessary to prepare and develop lead risk assessment and clearance reports.
Specifications can be obtained at the Office of the Community Development, Elyria City Hall, Suite 302, 131 Court Street, Elyria, Ohio 44035, phone (440) 326-1541, between the hours of 9:00 a.m. and 3:00 p.m. Monday through Friday. Specifications may be sent to email. Requests can be submitted to malmobayyed@cityofelyria.org.
COMPLIANCE WITH ALL LAWS: All work shall be carried out in compliance with all federal, state and local laws, rules and regulations that apply to the work. Any project specification item in conflict with a federal, state, or local law, rule or regulation, shall be void.
MBE/WBE PARTICIPATION: The City will encourage MBEs and WBEs to participate in the Community Development Block Grant and Community Housing Impact and Preservation Program. Any certified firms are encouraged to submit copies of any certifications with proposals.

AWARD OF CONTRACT: The City reserves the right to reject any or all proposals received and to accept any proposal with any combination of alternates which is deemed most favorable to the City at the time and under the conditions stipulated in the project documents. The City also reserves the right to waive any technical defects, irregularities, and omissions which the City, in its sole discretion, determines to be in the best interest of the City.
