State of Ohio law requires all persons who dig in the state to call Ohio Utilities Protection Service (OUPS) This includes everything from fence posts to concrete flat work. This system was designed to not only protect the utility providers but to protect prvate individuals and contractors by locating the buried utilities in and around the work zone. This service is free of charge. All you have to do is call 48 hours before starting the work. In addition as instructed by the 811 operator you must call any other utilities that they tell you to call. one of these is the city of Elyria. You must call Elyria Public Utilities and allow two working days before begining. Just calling 811 DOES NOT absolve you from calling Elyria Public Utilities. The cost for hitting utilities can be expensive. The cost of the call is free.
