Brinda Administration Senior Management Team

Upon taking office Mayor Brinda re-configured the city’s administrative team to focus on service, safety and support for human resources and risk management as a result of input she received during internal interviews with city administrators and department heads and dialogue sessions with the general public. She said she chose individuals with strengths in these areas and geared their responsibilities to their strengths.  Mayor Brinda is also providing direct services to the City including economic development, strategic planning, budgeting, marketing and general management oversight. The Senior Management team is currently comprised of the following individuals.

Safety Service Director – Focus Area: Public Service

Mrs. Siwierka was hired because of her broad and significant management experience in both public and private sector environments. She has a comprehensive understanding of the City of Elyria’s operational workings that was honed with 30 years of service to the citizens of Elyria – both as assistant to the Mayor and other positions, as well as her most recent role as a member of Elyria City Council. During her post-city career at the Cleveland Clinic, Mrs. Siwierka demonstrated her management competency and held multiple positions of progressive responsibility – from all facets of personnel management (selection, discipline, evaluation and staffing strategies) to complete start-to-finish construction and design work for large-scale structures throughout Lorain County.  Prior to assuming the role of Safety Service Director she supported the Office of Patient Experience at the Cleveland Clinic Main Campus where she was part of a team focused on creating and fostering a culture of service. She  worked with the department to develop service programs and teaching models focused on customer service, service recovery and employee engagement. The Brinda administration, city employees and citizens will benefit greatly from Mrs. Siwierka’s management experience and customer service expertise.

Provides oversight and plans, assigns and directs as requested by the Mayor the work activities of the following municipal departments and related committees: Community Development, Design Review, Engineering, Sanitation, Central Maintenance, Parks and Recreation and Cemeteries, Streets, Communications, Utilities, Water Distribution, Water Pumping and Wastewater.

Assistant Safety Service Director
Focus: Human Resources/Risk Management
Appointment: Mr. Richard Jackson IPMA-CP, SPHR

Mr. Jackson has strong experience with managing the entire Human Resource function.  He has managed relationships within union environments and also within non-union environments in both the public and private sectors.  His experience in that area includes providing day-to-day administration and interpretation of collective bargaining agreements, including grievance hearings at all steps, arbitration, and the negotiation of collective bargaining agreements.

His background consists of management and hands-on experience with strategic and transactional HR leadership, experience in business strategy, change management, organizational development and initiatives, employee relations, talent management and recruitment, induction and retention of employees, experience as a benefit plan fiduciary ,workers compensation administration, coaching and counseling all levels of personnel, benefits, retirement administration, compensation and wage classification.  In addition, he has much experience with employment contracts, policy administration, personnel and payroll actions, legal compliance, leave administration, health and safety, public strategy and community relations, training, green program development and various cross functional initiatives including facilities management and ISO certification.  He is certified by the International Public Management Association for Human Resources and the Society for Human Resources Management.

A graduate of the Ohio State University, Mr. Jackson is an OSHA certified trainer, and is experienced with Benchmarks facilitation and the Predictive Index.

Provides oversight for personnel administration, recruitment and selection, licensure and certification, employee relations, classification and compensation, labor and employment relations, collective bargaining, equal employment opportunity, employee benefits and coordination, Health Insurance Portability and Accountability Act (HIPPA) regulations, Americans with Disabilities Act (ADA), Family Medical Leave Act (FMLA), Fair labor Standards Act (FSLA) compliance, Occupational Safety and health Administration (OSHA) compliance, job descriptions, evaluation and performance management, human resource development, workforce planning, insurance and self-insurance monitoring, workman’s compensation, unemployment and prevailing wages co-management, and risk management programs.
