Brinda Administration Senior Management Team
Upon taking office Mayor Brinda re-configured the city’s administrative team to focus on service, safety and support for human resources and risk management as a result of input she received during internal interviews with city administrators and department heads and dialogue sessions with the general public. She said she chose individuals with strengths in these areas and geared their responsibilities to their strengths. Mayor Brinda is also providing direct services to the City including economic development, strategic planning, budgeting, marketing and general management oversight. The Senior Management team is currently comprised of the following individuals.
Safety Service Director – Focus Area: Public Service
Appointment: Mary F. Siwierka, Elyria, Ohio resident
Mrs. Siwierka was hired because of her broad and significant management experience in both public and private sector environments. She has a comprehensive understanding of the City of Elyria’s operational workings that was honed with 30 years of service to the citizens of Elyria – both as assistant to the Mayor and other positions, as well as her most recent role as a member of Elyria City Council. During her post-city career at the Cleveland Clinic, Mrs. Siwierka demonstrated her management competency and held multiple positions of progressive responsibility – from all facets of personnel management (selection, discipline, evaluation and staffing strategies) to complete start-to-finish construction and design work for large-scale structures throughout Lorain County. Prior to assuming the role of Safety Service Director she supported the Office of Patient Experience at the Cleveland Clinic Main Campus where she was part of a team focused on creating and fostering a culture of service. She worked with the department to develop service programs and teaching models focused on customer service, service recovery and employee engagement. The Brinda administration, city employees and citizens will benefit greatly from Mrs. Siwierka’s management experience and customer service expertise.

Provides oversight and plans, assigns and directs as requested by the Mayor the work activities of the following municipal departments and related committees: Community Development, Design Review, Engineering, Sanitation, Central Maintenance, Parks and Recreation and Cemeteries, Streets, Communications, Utilities, Water Distribution, Water Pumping and Wastewater.
