Organizational Structure

ORGANIZATIONAL STRUCTURE

The Elyria Police Department is component of the Safety Service Department of the City of Elyria, and is organized into the Administrative Section and three major Divisions. These Divisions include the Patrol Division, the Investigative Division and the Services Division. All components of this organization shall work in combined effort to accomplish the FUNDAMENTAL PRINCIPLES OF POLICING:

 

●   Protect and Serve the Public.

●   Enhance the Quality of Life of the citizens we serve.

●   Generate and maintain the public’s trust.

●   Uphold the individual liberties and Constitutional rights afforded to all citizens.

 

While the functions of each division are different, the cooperative effort of all divisions is necessary in order to complete the department’s mission.

 

ADMINISTRATIVE SECTION (OFFICE OF THE CHIEF OF POLICE):

The Administrative Section has various responsibilities of administration including identification of department philosophies, policy development, accreditation compliance and personnel management.

PATROL DIVISION

The Patrol Division is responsible for the delivery of field services to the community including; the suppression and detection of crime, the enforcement of criminal laws, traffic laws and City ordinances, and the investigation of traffic accidents, initial crime reporting and responding to other calls for service. The Division Commander is responsible for the overall administration and operations of the Division.

INVESTIGATIVE DIVISION

The Investigative Division is generally responsible for the efficient and effective follow-up of crimes initially investigated by patrol personnel, investigations of a serious nature, or those raising serious concerns within the community, monitoring crimes and crime patterns throughout the City and using investigative resources to proactively address those situations, and property and evidence management. The Division Commander is responsible for the overall administration and operations of the Division.

 

SERVICES DIVISION

The Services Division and each of its components are responsible for providing support services for the Department. This includes but is not limited to records management, training, inspections, budget, planning and research, fleet management, recruitment, hiring, building maintenance, control and inventory of Department owned property and management of equipment and supplies. One (1) Captain shall be assigned as the Services Division Commander and shall report directly to the Chief of Police. The Division Commander is responsible for the overall administration and operations of the Division.
