Jan 8, 2018 Finance Meeting Minutes

TO THE HONORABLE COUNCIL OF THE CITY OF ELYRIA, OHIO:

The Elyria Finance Committee held a meeting on Monday, January 8, 2018 beginning at 6:45 P.M. in Council Chambers.

PRESENT: Committee Chair Stewart, Members Tanner, Madison, Baird, Lotko

OTHERS PRESENT: Mayor Brinda, Safety Service Director Siwierka,

Law Director Serazin, Assistant Finance Director Farrell, City Engineer Schneider,

Assistant Safety Service Director Brubaker, WWPC Superintendent Korzan,

1. Approval of the December 11, 2017 Finance Meeting Minutes.

Baird moved and seconded by Tanner to approve the minutes of the December 11, 2017 Finance Committee Meeting.

MOTION CARRIED

2. The matter of defining Muni Court Employees and their Benefits.

REFERRED BY: Judge Bennett

This matter has been put into ‘Pending Items’ and can be re-referred at another time.

 

3. The matter of Change Order Number 1 and Final for the Gulf Road Resurfacing Project.

REFERRED BY: Engineer Schneider

Mr. Schneider explained the final amount of the contract exceeded the 10% per ordinance. It’s due to unit price quantities that were over and above the estimated costs.

Baird moved, Tanner seconded to recommend an ordinance to authorize the Mayor to enter into Change Order #1 and Final with Barbicas Construction for the resurfacing project of Gulf Road.

4. The matter of the Cooperation Agreement with Lorain County, State of Ohio for the resurfacing of West River Rd., S, from Oberlin-Elyria Road to Infirmary Road.

Mr. Schneider said that the County approached the City to go in on a joint project with them since the City and County were resurfacing the same street, we applied and received the grant and are now asking for approval to allow the Mayor to enter into an agreement with the county so that the project can begin.

Baird moved, Madison seconded to recommend an ordinance authorizing the Mayor to enter into an agreement with Lorain County to share in the cost of said resurfacing project and with Ohio Public Works Commission providing 89% of the funding.

5. The matter of an amendment to the 2018 Temporary appropriations.

REFERRED BY: Finance Director Pileski

Mr. Farrell stated that there are 3 funds that they are asking to amend the temporary appropriations to. First: asking for an increase of $1,000 in the General Fund, Communications Operations and Maintenance. And asking for $6,334 in the General Fund IT, Operations and Maintenance.

Second: asking for $52,000 in the 50% Income Tax Fund, Police Fund, Operations and Maintenance and $1,600 Capital Outlay and $85,312.

Third: asking for $67,341 in the Law Enforcement Fund, Operations and Maintenance.

The monies in the Law Enforcement Fund were not budgeted. We just recently received monies from the courts that were leased to the City and some of the money belongs to the County, we have to pay the County for their portion of evidence money.

The Temporary Budget is based off of 25% of the 2017 appropriations and are rolled over into the new year. The money is needed prior to passing the Permanent Appropriations.

Mr. Madison asked what the funds for in Communications Operations & Maintenance are for and Mr. Farrell said he didn’t have an answer for that and Mr. Madison asked what the funds for IT Operations & Maintenance will be used for and Mr. Farrell said that it’s for a Purchase Order that was opened for IT Data Back-Up.

Baird moved, Tanner seconded to authorize an ordinance to amend the 2018 Temporary Appropriation Ordinance.
