TO THE HONORABLE COUNCIL OF THE CITY OF ELYRIA, OHIO:

The Community Development Committee held a meeting on Monday, January 8, 2018 at

6:00 P.M. in Council Chambers.

PRESENT: Committee Chair Callahan, Mitchell, Cerra, Madison, Jessie

OTHERS PRESENT: Mayor Brinda, Safety Service Director Siwierka, Assistant Finance Director Farrell, Law Director Serazin,

THE MATTER OF THE COMMUNITY DEVELOPMENT COMMITTEE MEETING:

1. Approval of the December 11, 2017 Community Development Meeting Minutes.

Cerra moved and Mitchell seconded to approve the minutes of the December 11, 2017 Finance Committee Meeting. MOTION CARRIED

 

2. The matter of a petition to Annex approximately 36.15 acres of land on Chestnut Ridge Road from Eaton Township to the City of Elyria, for City Services and Road Maintenance.

REFERRED BY: Assistant Law Director Breunig

Mr. Serazin spoke stating that matter has come before committee before and an ordinance was passed, which requires that the city agree to create a buffer between the territory that is proposed for annexation and surrounding land. And that the City maintain the streets and that the City provide municipal services. There were no questions or concerns from the committee.

Mitchell moved and Cerra seconded to recommend an ordinance authorizing the Mayor to co-sign a petition to annex the said property to Elyria.

3. The matter of a request to Rezone real property owned by Elyria Home Realty, located at

1251 East Avenue, from R-TH (Residential – Two Household District) to R-MHL (Residential – Multi-Household Low Density District).

Mr. Bauer of Bauer Architecture, 3892 Bear Rd., Dover, Ohio said that the plan is to construct new group homes on the property. While working with Mr. Cantu and the Elyria Building Department they discovered they need to rezone the property for said project. The property currently maintains 3 group homes and a nursing facility on the property. The 2 new group homes would replace the 3 that are currently there as well as the nursing facility. The Dept. Of Developmental Disabilities is in the process of eliminating the institutional housing for the mildly handicapped residents and move them into a more family-like setting. Currently there are 20 residents in the current group homes and 20 residents in the nursing facility. The 2 new group homes would house 8 residents each and the remainder of the residents would be moved to other facilities. The proposed structures are about 4400 sq ft, single story, slap on-grade, cultured stone base and accents. They are trying to create it to appear residential. The project will be done in phases so they can maintain residency for the residents.

When the project is completed, the nursing facility will be demolished and there will be 2 group homes along with more green space.

The construction is set to begin in March or April and complete by end of the year.

Mr. Madison applauded Mr. Bauer and the plans for this project. He asked if they will be seeking tax credits. Mr. Bauer answered that no, they will not be seeking tax credits.

Mayor Brinda stated that on behalf of the administration, they are supportive of this project and that the rezoning is largely a ‘clean-up’ project.

Madison moved, Cerra seconded to recommend an ordinance for rezoning of said property.

4. The matter of a request of a Conditional Use Permit for parcel #0626006104010, located at

1251 East Avenue to construct two (2) new Class 1, Type A Group Homes.

Mr. Bauer spoke again stating that they are required to seek a Conditional Use Permit for the Class 1, Type A Group Home.

Mitchell moved, seconded by Cerra to recommend an ordinance for a Conditional Use Permit for said project.

5. The matter of a request of a Conditional Use Permit for a total of 9.8244 acres of land located at

500 3rd Street. Parcel # 0624114000022 (7.5470 acres) owned by New Sunrise Properties,

Parcel #’s 06112000014 (1.9317 acres) and 0624112000008 (0.275 acres) owned by Midway West Limited Partnership and a vacated piece of land at lot #113 (0.0709 acres).

Kevin Brown of Pirhl Developers, 800 West St. Clair Ave., Cleveland spoke on behalf of the said project and joined by Michael Carney of New Sunrise Properties. Mr. Brown started by introducing the project calling it the ‘Cottages at Riverview’. It will consist of 62 units for seniors and will be built in a cottage style, one story buildings with attached garages.

Mrs. Mitchell asked if that project has been brought before council in the past. Mr. Brown said yes this is the same project from the past.

Mrs. Siwierka said that there was a combination of land that was part of the original development and then they changed some of the configurations. So this matter, along with #6 on the agenda are the same development and just the ‘footprint’ has changed slightly. So, it’s the same development that have been presented to committee and council in the past.

Mr. Callahan clarified that this was a matter that was brought before them about 2 years ago.

Mr. Brown said the financing is lined up and they will begin construction in April and are working with the staff to get the building permits and the right parcels consolidated in order so they can start.

Theresa Shey of 519 East Avenue asked how many ‘low-income’ apartments will be a part of this project? Mr. Brown said that 57 units would be affordable to those making 60% less of the medium income, which is the same proposal from 2 years ago. Five apartments will be rented at market rate.

Cerra moved and Madison seconded to recommend an ordinance for a Conditional Use Permit for said project.

MOTION CARRIED COMMITTEE REPORT WRITTEN 6. The matter of a request to vacate a portion of Grandstand Lane.

Mr. Brown said this is related to the project of “Cottages at Riverview”. There is a small portion of property at the intersection of Grandstand Lane and Sommer Way, less that a 10th of an acre, surrounded on all sides by property owned by New Sunrise Properties. The original plan has been reconfigured and requesting to vacate it so that it will be absorbed by New Sunrise Property and incorporated into the overall development.

Mitchell moved and Cerra seconded to recommend an ordinance for a vacation of said property.

MOTION CARRIED COMMITTEE REPORT WRITTEN Madison moved, Cerra seconded to adjourn the Community Development Committee Meeting at 6:25 P.M.
