OVERVIEW

The Office of Community Development administers various community and economic development programs funded through the U.S. Department of Housing and Urban Development and the Ohio Department of Development. The Office also processes Design Review and Planning Commission applications.

WHAT WE DO

Community Development Block Grant

The Community Development Block Grant provides communities with resources to address a wide range of unique community development needs. Beginning in 1974, the CDBG program is one of the longest continuously run programs through the U.S. Department of Housing and Urban Development (HUD).

Community Reinvestment

Community Reinvestment Areas and Enterprise Zone programs are initiated in conjunction with the Mayor’s Office on Economic Development.

Enterprise Zone

These designated areas of land allow businesses to receive tax incentives in the form of tax exemptions on eligible new investments, serving as an additional economic development tool for Elyria to retain and expand their economic base.

Fair Housing Board

It is the continuing policy of the City of Elyria to do all things necessary and proper to secure for all its citizens their right to equal housing opportunities regardless of their race, color, creed, sex, familial status, religious belief, national origin or disability.

Landmarks Commission

Studies the problems and determines the needs of the City in restoring and preserving historic landmarks, areas and neighborhoods and works for the continuing education of the residents with respect to the architectural and historic heritage of the City.

Section 106 Review

The City of Elyria coordinates with the Ohio Historic Preservation Office as part of the environmental review process for all projects using federal funds.

Spruce Up Housing Beautification Program

The City of Elyria is now accepting applications for the Spruce Up Housing Beautification Program. Approved applicants may receive a grant up to $5,000 to assist with exterior home repairs. The program aims to reduce blight and beautify the City’s housing stock. Funds are provided through the America Rescue Plan.

To be eligible for funding the property must be lived in and owned by the applicant. The property must be located within a Qualified Census Tract or the property owner must be at or below 185% of the federal poverty guidelines. A full list of eligibility requirements can be found in the application.

Program funding is limited. It is estimated up to 50 applications will be approved. All applications will be reviewed for approval in the order in which they are received.
