East Side Relief Sewer – In the Loop 10/27/17

Happy Friday Everyone!

The week was pretty uneventful again!  So, this update will be short & sweet.

The latest road closure update:

“Road Closing:  140-141 Whitman Boulevard – East Side Sewer Relief Project

On Tuesday, October 24th, 2017 the East Side Sewer Relief Project has progressed to the addresses of 140-141 Whitman Boulevard. There is no pass-through at these addresses. All addresses higher than 141 Whitman Blvd will need to access from the east (Abbe Road) and access to the addresses below 140 Whitman Blvd will need to access from the west (Gulf Road.)

Gulf Road remains closed to through traffic and has a reduced speed limit of 25 MPH between Hilliard Road and Burns Road.”

I was just forwarded a complaint through Councilman Craig about truck traffic/speeding/noise on Whitman.  There will be a lot of truck traffic on Whitman for the completion of the current phase and the construction of the next phase; however, speeding is definitely an issue.  The drivers are not immune to following the speed limits.  I will forward the complaint to the superintendent and project manager.  If you by chance get the name on the side of the truck (not all trucks are owned by the contractor) that is causing havoc, please let me know.

UPDATE – 7/24/2017

DURING THE FIRST PART OF THIS WEEK, LOCAL RESIDENTIAL TRAFFIC WILL NEED TO ENTER AND EXIT THE NEIGHBORHOOD FROM GULF RD SOUTH (THIS IS THE CRESTVIEW AREA, WOODRIDGE, BROOKVALLEY, WHITMAN).  GULF RD HOUSES NORTH OF THE SEWER PLANT DRIVEWAY WILL NEED TO GO NORTH TO BURNS (NORTHERN 3 HOUSES). 

THIS DIRECTION WILL CHANGE AS THE CONTRACTOR MOVES SOUTHWARD.  PAT THE INSPECTOR WILL BE MONITORING WHEN THE DIRECTION NEEDS TO CHANGE.

THANK YOU FOR YOUR PATIENCE AS WE WORK TO RESTORE GULF ROAD TO A MORE DRIVE-ABLE SURFACE.

Road Closed:  Gulf Road, Between Burns Road & Hilliard Road, East Side Sewer Relief Project Update.

Beginning, Monday, July 24th, 2017 Gulf Road between Whitman Blvd. and the Waste Water Treatment Plant at 1194 Gulf Road will undergo roadway reconstruction.

The contractor will begin the repaving process for Gulf Road between Whitman Boulevard and the Waste Water Treatment Plant at 1194 Gulf Road. The project will begin by replacing the southbound lane first. The north Crestview and Nottingham Drives will be closed for approximately two weeks. Access to both of these streets would be from the south entrance of Crestview Drive & Gulf Road.

The northbound lane of Gulf Road will be handling construction vehicles and both northbound and southbound local and emergency traffic with flaggers. Considerable delays through the active construction area should be expected.

Gulf Road between Hilliard & Burns Roads REMAINS CLOSED day and night to thru traffic! Only emergency vehicles and the local residential traffic are permitted. Local law enforcement will be making a presence to enforce the “Local Traffic Only” on Gulf Road.

ELYRIA MAYOR BRINDA APPOINTS CITY ENGINEER

The City of Elyria has hired a new City Engineer.  Timothy J. Ujvari of Hudson, Ohio will replace retired City Engineer Mukund Moghe effective Monday, August 20, 2012 at a salary rate of $87,673.  A registered professional engineer and surveyor in the State of Ohio with Ohio Environmental Protection Agency Licensed Class II Wastewater Operator Certification and Class A Water Operator Certification, Mr. Ujvari has high level private and public engineering experience.

Since November of 1991 through May of this year, he was with the Ohio Turnpike Commission, first as Assistant Maintenance Engineer and later Maintenance Engineer.  His primary responsibilities as Maintenance Engineer included overall maintenance of the Ohio Turnpike, including the development of related operating and capital improvements, strategic planning, regulatory permitting, and establishing staffing levels within the department of 425 with an operating budget of $43 million.  Prior to serving with the Ohio Turnpike Commission, Mr. Ujvari was employed with URS Corporation from 1978 – 1991, (formerly Dalton, Dalton, Newport), starting as a surveyor and later as a Designer and Resident Engineer.

“We are very pleased to have Mr. Ujvari leading our engineering staff in the City of Elyria,” said Mayor Holly Brinda.  “We have looked long and hard for the right match to complement our very competent team and we look forward to him helping us elevate our engineering services and infrastructure planning to the next level.  “

Brinda said Ujvari was the candidate voted the best match by the current engineering staff, largely because of his team approach and his municipal-like experience with the Ohio Turnpike Commission.  Mayor Brinda explained that Mr. Ujvari’s work was multifaceted and can best be defined as a department functioning within a city that is 241 miles long and 500 feet wide.  His responsibilities not only included the repair and replacement of pavements, roadways, bridge and drainage structures, but also the operation, maintenance and permitting  of OEPA regulated water and waste water treatment plants, compliance with EPA mandated storm water management, and oversight of 50 buildings/complexes including 16 service plazas, 31 toll plazas and maintenance buildings.

“These areas of expertise by Mr. Ujvari will serve the City of Elyria well, as the Engineering Department interfaces quite often with both our  water and waste water treatment plants,” said Mayor Brinda.

In addition, as a turnpike Department Head, Mr. Ujvari was responsible for contract oversight and was a member of the collective bargaining team – experiences that have helped him hone his knowledge and relationship building skills to help get jobs done on budget and on time according to Mayor Brinda.

Mr. Ujvari comes highly recommended by two retired Executive Directors of the Ohio Turnpike Commission including L. George Distel and Allan Johnson, as well as Daniel Castrigano, retired Deputy Executive Director.  “With Tim I could count on him to be on time and on budget,” said Mr. Distel. He added that “people in the field were very motivated by him.”

MIDDLE AVENUE PROJECT – STREET LIGHTS

Electric power to several blocks of street lights have been turned off in preparation for the light pole removal by the Middle Avenue Project Contractor.  The Contractor will be removing the poles as soon as Ohio Edison completes their work.  Check back for more information as it becomes available.
