2018 Subrecipient Application

The City of Elyria is in the process of preparing its FY 2018 Annual Action Plan, Update to the 2015-2019 Consolidated Plan and Analysis of Impediments to Fair Housing Choice. The City of Elyria, Office of Community Development, is accepting applications from qualified non-profit organizations for public service activities. Projects must directly benefit low- to moderate- income individuals and include one or more of the eligible activities listed on the first page of the application. The City of Elyria may consider funding entities to carry out such activities, but is not required to fund Public Service activities.

 

If you intend to apply for CDBG FY2018 funding, please complete the funding request. Please note all information listed on the funding request must be included with the application to have available for public comment. If an activity is not available for public comment, it cannot be considered for funding.

Public service activities must meet specific criteria as required by HUD CDBG regulations (24 CFR 570.207).

All requests and submittals shall be received by the Office of Community Development no later than 12:00 PM October 5, 2017 to be considered by City Council for funding. Only completed applications received by the deadline will be considered.  If you have questions or need assistance, please call Ashley Scott at 440.326.1540.

The Office of Community Development has scheduled an informational meeting on September 7, 2017 at 5:00 PM. The meeting will be held at Elyria City Hall, 131 Court Street, Elyria, Ohio 44035. All applicants are invited to attend. At the meeting staff will provide guidance on applying and be available to answer any questions.

Two public hearings will be scheduled on October 10, 2017 and October 30, 2017. Both hearings will be at 6:00 PM in Council Chambers at Elyria City Hall. During these hearings your organization may have an opportunity to speak.

The Neighborhood Stabilization Program  is designed to assist in the redevelopment of abandoned and foreclosed homes.  The City of Elyria has purchased thirteen homes which are completely renovated and include all new energy-efficient appliances, new furnace, central air conditioning, new flooring, carpeting and bathroom fixtures.  Click below for more information, or contact Community Development at 440-326-1541.

       GUIDELINES & APPLICATION

 

This program is made possible by the federal Community Block Grant Program.  A
grant of up to $10,000 is available per single family owner-occupied home to assist with specific home repairs or activities that eliminate conditions detrimental to the safety and health of the residents.  If required, a $300 contingency allowance in the form of a grant can be made available.

CDBG FY 2018 Draft Action Plan

The City’s draft FY 2018 Community Development Block Grant (CDBG) program Annual Action Plan and update to the Consolidated Plan is available for public review and comment. The intent of the Plan is to create a housing and community development strategy in which the City of Elyria identifies resources and programs to address various needs for the 2018 Program Year.

The purpose of the public comment period is to obtain the views of citizens on the City’s Community Development, Economic Development and Housing needs and to provide an opportunity for citizen participation in determining activities to be funded.

The draft Annual Action Plan for FY 2018 will be available for public review and comment from November 9, 2017 through December 11, 2017, at the following locations:

Community Housing Improvement Program

The City of Elyria is opening up the Community Housing Improvement Program to Elyria City residents on October 30, 2017.  The CHIP program is designed to bring affected 1-unit structures into compliance with the City of Elyria Housing Code and ODSA Residential Rehab Standards.  This will be accomplished by a combination of making repairs to, altering or replacing the electrical, heating, plumbing and structural elements of the home.

Applications will be available October 30, 2017 through December 13, 2017.
